A summary of recent advisories and safety notices issued by the RMI Maritime Administrator (the “Administrator”).
Shipboard Occupational Health and Safety
Owners and operators of RMI flagged vessels were notified of the requirements of the Shipboard Occupational Health And Safety Program (SOHSP). The notice also establishes restrictions on work that is considered hazardous to seafarers under 18 years of age, in accordance with the Maritime Labour Convention, 2006 (MLC, 2006). It consolidates SOHSP requirements and incorporates content from RMI Marine Guideline 2-11-3, Guidelines on the Basic Elements of a Shipboard Occupational Health and Safety Program, which has been revoked. This Marine Notice (MN) sets out the requirements for hot work – meaning all work, regardless of where it is performed on board a ship, that involves sources of ignition or temperature sufficiently high enough to cause the ignition of a flammable gas – and applies to all RMI flagged ships on which “hot work” is to be conducted. It has been extensively revised to include all ships, not just tank ships and combination carriers, superseding RMI MN 7-041-2, Rev. 10/06. Click here.
Particularly Sensitive Sea Areas (PSSAs)
This MN sets out the requirements for complying with IMO PSSAs, superseding Rev. 10/06. The MN aligns the Administrator’s requirements on the Great Barrier Reef Region and the Torres Strait with decisions made at the IMO. A PSSA is an area that has been provided special protection through action by the IMO because of its significance for recognized ecological, socio-economic, or scientific attributes, and which may be vulnerable to damage by international maritime activities.
